06/21 Parish Council Minutes

There were two  meetings of the Parish Council in June 2021 and the minutes of both togehter with other related documents are provided below. (Minutes are published here following the subsequent meeting at which they are approved.)

8th June Minutes

This month’s minutes include an update from Police and a report on the Council’s 5 year strategy as well as discussions of various items of parish expenditure, the council’s year end financial report and discussions of planning applications in the village at the Methodist Church, Folly Farm House, and Woodford Hill Farm .

30th June Minutes

12/20 Parish Council Minutes

Here are the minutes of the December meeting of the Parish Council. (Minutes are published here following the subsequent meeting at which they are approved.)

Included in the minutes are discussions of various planning matters including the application related to the kebab van. This was subsequently approved by Daventry District Council against the Parish Council’s wishes as expressed here.

Part of the meeting included a report on Covid-19 Measures affecting council activities. Please note that this will have been overtaken by the decisions on the nationwide lockdown following the January 4th announcement by the Prime Minister. Covid-19 was discussed again at the January Parish Council meeting.

10/20 Parish Council Minutes

08/20 Parish Council Minutes

There is not usually a meeting of the Parish Council during August but this year a special meeting was convened in order to consider reopening of parish venues under the current Covid-19 guidance and a number of planning applications.

The meeting also considered:-

  • Phase 2 of the street lighting upgrade
  • Plans for the Parish Council to take over maintenance of St Mary’s church burial ground.

04/20 Parish Council Minutes

Here are the minutes of the Parish Council meeting on 14th April 2020. (Minutes are published here following the subsequent meeting at which they are approved).

This was the first Parish Council meeting using Zoom and so includes an explanation of the circumstances and protocol involved.

This Month

The April meeting included:-

  • Update on the Good Neighbours scheme,
  • Planning applications on Eydon Road, South Street and Byfield Road and the first concerning a property in the Conservation Area.

2019 Annual Parish Meeting Report

A Summary From The Signpost

At this year’s Parish Meeting on Tuesday April 23rd 2019, the Parish Council and other groups provided reports on activities relating to the village over the last year.

(Note from the Signpost Editor: this is my personal report, attending as a member of the public. The official minutes of this meeting will be approved at next year’s Parish Meeting and will then be published here. Last year’s minutes are available at the bottom of this post.)

Parish Council

Chairman of the Parish Council, Kay Coles, provided a summary of some of the key issues of the year. The Neighbourhood Development Plan, which helps provide a planning framework for the village, was approved in the parish referendum and subsequently “made” by Daventry District Council. The Parish Council has commented on 25 planning applications in the last year. The Council has organised to better handle its responsibilities with working committees handling parish estates (the halls and other property), the woodland and the library. A new on-line booking system for the village halls has been introduced and new Halls Booking Clerk, Beverley Blackwell, appointed. The cafe is proving a valuable village asset. Villagers have expressed concerns about the development going on across the “Red Road” but it will be reinstated as a public right of way. The Council has a single vacancy which they hope to fill shortly, bringing the Council to its full complement.

County Council

For the County Council, Robin Brown provided a report regarding the efforts of the Commissioners appointed by the Government to resolve the financial situation at Northamptonshire County Council. The current expectation is that a single unitary authority combining the work of the District and County Councils will cover the Woodford area with elections in May 2020. District Council

Planning for the new unitary authority also involves the District Council as Liz Griffin advised, this may place greater responsibilities on the Parish Council. Other activities by Daventry District Council included the planning permission for the development of Mulberry Place, expected to provide restaurants and a cinema and the relocation of the library to improved premises. The three-box recycling system introduced in 2018 has allowed much more food waste (for energy production) to be collected and an increase in recycling generally.

Other Parish Activities

Chairman of the Woodland Management Committee, Paul Blackwell reported on the second year of the Council’s ownership of the Woodland as it progresses with its ten year Management Plan. The major focus has been on the tree thinning and safety works intended to make the Woodland trees healthier and safer. although this had been delayed and complicated by the irresponsible actions of some children that had prevented the use of harvesting equipment. Paul Blackwell paid tribute to the support given from local firms including Cummins Diesel, Gulliver’s Tree Solutions and Mainline Timber as well as to those villagers that had supported volunteer activities. The coming year should see the completion of the Memorial Area, further improvements for access and the start of enhancing the area’s environment with coppicing, sapling planting, wild flower seeding and further thinning where needed.

Jim McDermott, provided his report as Footpath Warden identifying work done on improving the parish’s footpaths and places where problems exist with providing clear and usable access. Concerns over the accessibility of some bridleways are to be forwarded to the County Council by the Highways Warden.

PCSO Carl Barton’s Police report highlighted a substantial fall in reported crime in the village, down from 32 incidents in 2017/18 to 19 this year. It is felt that the full time police presence has helped achieve this, although there has been a slight increase in anti-social behaviour and parking issues and speeding remain a problem.

Patricia Darby provided an report from the Library, explaining that the Library will be able to continue  as a Community Library with the County Council providing the book stock and the library management system if this is approved by the County Council at its meeting in May 2019.

Kay Coles reported on the Eleemosynary Charity. Grants had been made to Church Lands, Rural Wheels and the Air Ambulance.

Unfortunately there were no reports from the Church, the school or from local groups.

2018 Annual Parish Meeting Report

A Summary From The Signpost

At this year’s Parish Meeting on Tuesday April 24th 2018, the Parish Council and other groups provided reports on activities relating to the village over the last year.

(Note from the Signpost Editor: this is my personal report, attending as a member of the public. The official minutes of this meeting will be approved at next year’s Parish Meeting and will then be published here. Last year’s minutes are available at the bottom of this post.)

Chairman of the Parish Council, Kay Coles, started the meeting by publicly thanking PCSO Carl Barton for his help recently when her car was vandalised. The PCSO’s report pointed to a slight rise in reported crime in the village (up to 32 incidents from 27 the previous year, mostly relating to criminal damage) but still felt that overall crime levels were low for a village of our size. His activities are now paid for full time by the village and will include local speed prevention, support of the Neighbourhood Watch and Park Watch schemes as well as providing talks to the school and his more regular tasks of responding to local issues. He is moving from the Library to the Co-op for meeting sessions. Carl encouraged residents to sign up for the on-line Neighbourhood Alert service to get updates on crimes reported in the area.

The recently appointed head of Woodford Halse CE Primary School, Ed Newton, was pleased to report an increase of the numbers of pupils on roll, reversing previous trends with the school being almost at its capacity this year. SATS results are expected to improve this year, although there is till more to do. The almost £1M refurbishment project is almost complete with only a few outstanding snagging issues. The school is planning to bid for further funding for improvements in electrical and heating systems. Mr Newton thanked the village for their support during the recent schools cross country, when 800 pupils from 28 schools across the county took part.

For the Parish Council, Kay Coles, reported on the public meeting that led to the decision to fully fund the PCSO and that the football club was now running the pavilion and would soon have a lease formalising the arrangements. The Neighbourhood Development plan had been completed, approved by the Examiner and is to be the subject of a local referendum in May. A new footpath warden had been appointed. The damage to the Ryfields play area had been repaired at a cost of £3000, covered by the parish’s insurance. With regard to the recent announcement of a poll for parish councillors, only 10 candidates were nominated, so there was no election. Four vacancies remain on the Council, and members of the public interested in serving are asked to approach the Chairman or the Parish Clerk.

For the County Council, Robin Brown provided a detailed report regarding the situation at Northamptonshire County Council (published in full here). Under Government proposals the County and Districts will merge into two new, unitary authorities.

For the District Council, Liz Griffin advised that the planning application for the new Byfield Medical Centre had still not gone to the Council’s Planning Committee. Council tax had risen for a Band D property by £0.10 per week. A Settlements & Countryside Plan for the District (which will sit alongside the Woodford Neighborhood Plan) is in progress. New refuse collection arrangements commence in June. She pointed out that with the introduction of a unitary authority the role of the Parish Council becomes more significant and encouraged all residents to vote in the forthcoming election and the referendum on the Neighbourhood Development Plan.

As Chairman of the Woodland Management Committee, Paul Blackwell reported on a successful first full year of operation. Highlights included creating a ten year management plan for the woodland and commencing improvements in both safety and access. The Woodland had received considerable support including funding from the County Council (for safety barriers and signage) and the Central Government (covering the costs of the Management Plan), skills and effort from many local residents, from the Community Payback Team and from Cummins Diesel. He reiterated the intention for the Woodland to be run without placing a burden on local taxpayers, seeking grant funding and making management work self funding wherever possible.

Jim McDermott, the new Footpath Warden, provided his first annual report to Council. There were access and signposting issues with footpath FN2. On FN33 there is a need for sign and the landowner has agreed to install a post to carry one. FN24 continues to be very boggy in wet weather, without any real solution. Other paths are well marked and stiles in good condition. The only report of a dangerous stile turned out to relate to an adjacent parish.

Kay Coles reported on the Eleemosynary Charity. This was started during the Second World War to  help people in need of support but now supports local organisations.

  • Discussion on the Best Kebab House van & related planning issues
  • Possible uses for funds received from the Community Infrastructure Levy (NB: once the Village Plan is approved, the village will get more funding in respect of any future developments)
  • Recommendations on the felling programme that is needed for the woodland

  • Progress update on the future of the Library
  • The adoption of a Budget and Parish Precept for 2017/18 detailing income and expenditure of £210,000 which represents a precept (council tax charge) of £175,000, an increase of the £20 for a Band ‘D’ household. (Details of the Budget are included as Annex A – Income and Annex B – Expenditure)
  • Report on the Village Signpost (already published separately here)
